Structure and Services
Led by the Managing Director, the Management Team consists of a number of Directors: Executive Director, Strategic Director and Regeneration Director, who are responsible for implementing the strategy laid down by the Cabinet and managing the day to day delivery of Council services. The Head of Legal Services and Head of Finance and Resources attend Management Team Meetings.
Graham Harris - Managing Director (Section 151 Officer and Head of Paid Service)
Graham Harris is Managing Director and as Head of Paid Service - ultimately responsible for all staffing issues - and as Section 151 Officer - with responsibility for the financial affairs of the Council. In addition to these responsibilities, the Managing Director also has directorate responsibility for Communications & Design, Finance, Audit, Human Resources and Legal Services.
Chris Oliver - Executive Director (Monitoring Officer)
As Executive Director, Chris Oliver is responsible for Civil Protection, Cleansing, Comprehensive Area Assessment (CAA), Comprehensive Performance Assessment (CPA), Corporate Policy, Drainage, Electoral Services, Emergency Planning, ICT, Land Charges, Member Support Services, Performance Management and Improvement, Property Information, Public Health Aspects of Drainage, Refuse Collection, Recycling, Street Cleansing, Street Naming and Waste
Mr Oliver is also the Council's Monitoring Officer, a statutory role
that is responsible for ensuring the legality and fairness of the
Council's decision-making and the promotion of ethics within the
Council.
Sheri Green - Strategic Director
Sheri Green's role as Strategic Director is responsible for Benefits, Building Management (Civic Centre), Business Rates, Cash Office, Community Safety, CCTV (Monitoring), Choice Based Lettings, Community Safety Officers, Customer Services (Contact Centre), Council Tax, Enforcement and Regulation, Environmental Health, Gambling, Health and Safety, Housing (Landlord Function, Strategic Housing, Homelessness and Private Sector Renewal), Housing Policy, Illegal Encampments, Licensing, Parking Services, Parks Rangers, RSLs, Public Safety Unit, Revenues and Town Centre Wardens.
Enforcement and Regulatory Services covers community safety, licensing, CCTV and parking services and an enforcement team that directly tackles fly-tipping, graffiti and other anti-social activities.
Rob Scott - Regeneration Director
The Regeneration Director, Rob Scott, is responsible for Building Control, Culture, Cemeteries, Development Control, Development Plan, Economic Development, Grants, Grounds Maintenance, Markets, Museum, Parks and Open Spaces, Planning Policy, Playgrounds, Sports and Leisure Facilities and Events, The Orchard Theatre and Town Centre Liaison.
Mr Scott's Directorate also includes the Policy Team, which amongst other priorities develops the Council's Corporate Plan and corporate policies, and the Project Delivery Team - which develops, implements and manages a wide range of projects to improve the quality of life locally.
David Fletcher - Project Director and Valuer
The Project Director, David Fletcher is responsible for land and property assets and major (re)development projects in Dartford.
